A cloud-based employee intranet serving internal communications, HR content and engagement. The proposal had to demonstrate functional fit, accept the County’s SaaS agreement and provisions, and handle the two-part redacted/non-redacted submission protocol — with subscription pricing structured for a contract term that survives both budget cycles and platform economics.
